Annual Meeting

June 10, 2006

 

 

President Wanda Greer welcomed everyone to the meeting, 10am.  Wanda explained we would begin with guest speakers, Brandon Wade and Jackie Cole.

 

Brandon Wade, Director of Public Works reported on the building of the new waste water plant.  He mentioned that the city would need 2 easements to complete the project.  Once finished the entire sub-division would receive a new layer of asphalt.  Within  9-12

months  Terramar will be ready for the final stages of sewage hook-ups.

 

10:30am President Wanda Greer called the meeting to order.  A quorum was established. Sherry Speace made a motion the 2005 minutes be approved, it was seconded by Eleanor Busby.  Minutes were approved.

 

Treasurer, John Ringrose reported there was $155k in cash and that we would need approximated $55k to complete the year.  John said $95k has been earmarked for dredging.

 

Eleanor Busby made a motion to accept the treasurer’s report, which was seconded by Ann Nicoisa.

 

*Wanda said the board had accepted the annexation of the 12 acres across from the pavilion and pool area.  The developer has agreed to pay the association $800 per lot sold.  This acceptance was done for the good of Terramar.

 

  * Amended annual meeting 6/9/2007  Wanda said the board had been in negotiations for the annexation of the 12 acres across from the pavilion and pool area.  Negotiations are on going.

 

Wanda advised we were in negotiations with Blue River homes regarding the section of land near the marina.

 

The “Snake Bite” lawsuit was settled through mediation with no cost to Terramar.

 

Directors Reports:

 

Doug Eibsen spoke on behalf of the ACC and explained when reviewing developer/building plans the number one goal is to protect Terramar.  Joe Newton asked if the board had formally accepted to annex the area to be developed by Ken Erickson.  Frank Stahl asked why we wouldn’t want to annex all the areas around us. 

 

Wanda Greer called for a brief recess from the agenda so that City Councilwoman Jackie Cole could speak.  Kathleen Bracken, section 1, asked Ms Cole if there was a plan to find a sand source and help to stop the erosion of our beaches to which Ms. Cole replied the Corp of Engineers were involved in a study for that purpose.  Ms. Cole said there were no plans at this time to widen FM 3005.

 

The meeting resumed with Raymond Thompson, Blue River, speaking.  He said he had lived here since 1998 and he would be happy to answer any questions regarding his home building.  Originally he had planned to build 18 homes but backed down to 12-13 lots to help preserve resident’s view of the canal.  Sylvia Sullivan asked if there were any wetlands located on his property.  The answer was “no”.  Joe Newton asked if Blue River was building strictly rental homes.  Raymond explained he is trying to sell them.  Kathy Newton asked why Blue River wants to be in Terramar.  Raymond said he lives too.

 

Kim Saxon read from the by-laws the exact duties of the board.

 

Kim Saxon reported on Section 4.  At this time she is working with roofing companies to repair the roofs on the pavilion and mailbox area.

 

Diane O’Neall reported on Section 3.  She said the new directory will be mailed soon and if anyone had any Master Plan suggestions to please advise her.

 

Charlie Warren reported on Section 5.  She asked that everyone please take make sure their trash containers are moved to the street on trash day.  She also reminded people of GARM. 

 

Bob Majewski reported on Section 2.  The beach raking has begun.  In the last 2 years there has been 24 new homes built in Section 2, of which 15% have become homes for full time residents and 15% full time rentals.  The residents of Section 2 are not pleased with these facts.

 

There was not a report on Section 7

 

**Sylvia Sullivan reported on Section 6.  Last December some residents received a letter from the Corp of Engineers explaining homes were to be built and Section 6 would lose their dedicated wetlands.  The board voted to hire Attorney Jim Blackburn and we were successful in getting an extension to put a hold on these homes coming into this part of Section 6.  The board had concerns that this would make Terramar responsible for maintaining additional waterways.  No decision has been made at this time.

 

** Amended at the annual meeting 6/9 2007 Sylvia Sullivan explained the minutes should read boat houses not homes.

 

Stan Krupa reported on Section 8.  Stan explained the cost of dredging 5 years ago and today’s prices for the same job. There are 129 boats in Terramar and often times they cannot get out of the main canal.  We will dredge after the birds’ nesting season ends.  Stan is researching for an agency to help in the cost.  We should be able to complete this project between Oct-December 2006.

 

New Business:

 

President Wanda Greer explained if we annex these new area’s adjacent to Terramar we could possibly  be looking at a new pool from the developers.  Joe Newton made a motion that we rake the seaweed alternate weeks before Memorial Day.  Lynn McMullen seconded and the motion carried.

 

The Election of Officers:

 

Lloyd Pepper presented the nominating committee’s slate,  President Wanda Greer, Vice President Bonny English,  Secretary Pat Kirk, Treasurer John Ringrose, Section 2 Jeff Baker, Section 4 Kim Saxon, Section 6 Kathy Ringrose and Section 8 Stan Krupa.

 

Wanda then presented gifts to the following volunteers: Wendy Majewski, Barbara Bowe, Ron Froncek and Lloyd Pepper.

President Ed Nadalin, Section 2 Marcy Anderson, Section 4 Ralph Nicosia

 

Eleanor Busby moved to close the nominations, seconded by Ms Fairbanks, motion carried.

 

The candidates then spoke on their qualifications and why they should be elected.

 

Wanda Greer then handed the meeting to Past President Bill Aimone who would overseer the election results.  Bill chose Barbara Bowe, Eleanor Busby, Bernd Linden and Lynn McMullen to count the votes.
