Terramar Beach Community Improvement Association
2002 Annual Meeting
June 8, 2002

Bill Aimone, president, called the meeting to order at 10:10 a.m. A quorum was established.

Minutes
Lloyd Pepper made a motion to accept the 2001 Annual meeting minutes as mailed.  Barbara Bowe seconded, motion carried.

Treasurer's Report
TBCIA has $40,000 in checking and $94,000 in savings. The Association is in good financial shape primarily due to the state reimbursement from the dredging and sale of sand.

Dredging
Stan Krupa gave an overview of the dredging project. The Association worked with Texas General Landowners Office (GLO) making it possible to successfully complete the project with all required forms submitted and approved.

Bill stated the state has received $7,000,000 for beach restoration. TBCIA will be applying for funding to refurbish the beaches and replace the walkways. The city's comprehensive plan must be approved before work begins.

Board Reports
Doug Eibsen reported the fishing pier lights, destroyed by the storm have been replaced with underwater lights. He is exploring additional lighting. He is also looking for a shrimper that would be willing to come into the community to sell shrimp. The shrimp boat would help keep the channel cleared out.

Wanda Greer has been attending meetings with the City of Galveston. She has pushed for a police substation on the West End. A refueling site has been established at 12 Mile Road for police vehicles. An additional med tech has been assigned to the EMS at Jamaica Beach.

Bob Bowe reported a ramp has been constructed at the pool. Property owners complained about unsupervised teenagers at the pool. The gate lock is easy to open. Bob will check into the complaints. Everyone was urged to contact the police when
necessary.

Tom Baird was responsible for the new plants on Terramar Drive and road paving by the pool.

Liens have been placed on property that has delinquent maintenance fees for two years or more. A property owner pointed out that liens expire after a period of time. The board will find out how often they must be resubmitted.

Volunteers of the Year
Barbara Bowe, Patty Erdman and Lloyd Pepper were announced as Volunteers of the Year. Each received a $25.00 gift certificate to Foleys. The recognitions were based upon their individual efforts to make TBCIA a better community.

Lloyd Pepper and Barbara Bowe submitted the slate of new members and officers.

There were no nominations from the floor. Mike Ruthemeyer made a motion to elect the slate as presented. F.J. Langlois seconded, motion carried.

City of Galveston
Wendy O'Donohoe, director of planning is working with property owners to acquire permits allowing beachfront owners to make repairs to their houses. The City will inspect any structure reported to be unsafe. The flood plain areas are changing. A
comprehensive plan for Galveston over the next 20 years is being finalized. The City is working on a beach access plan.

WGIPOA
John Mohn gave a brief history of WGIPOA. There are approximately 33 members of the Association. The West End provides 27% of Galveston's tax base. WGIPOA is exploring state and federal grant dollars for erosion control for the beaches and bay. Plans include elevation of road 3005. He encouraged property owners to register to vote in Galveston.

Open Beach
After reviewing the tape recording of the annual meeting several times by numerous people, the following was determined.  After considerable discussion and extreme confusion reguarding allowing cars to drive on the beach from Rusty Hook to San Luis Pass, attempts were made by residents to put forth motions for vote.  However, there was not clarity as to if these motions were seconded or even as to what was being vote on.

Golf Carts
The police officer providing security explained that individuals with valid driver's license could drive golf carts.

Adjournment
Ron Rodriquez made a motion to close the meeting. Lloyd Pepper seconded, motion carried. Meeting adjourned to the covered dish lunch at 12:20.
