Bill Aimone called the meeting to order at 10:30 a.m. A quorum
was established.
Paula Fairbanks made the motion to approve the minutes of the 2000 annual meeting as mailed. Pete Brennan seconded, motion carried.
Bob Bowe presented the financial report. The Association’s largest expenditure is the dredging project. Joann Hanson made a motion to accept the financial report as presented. Wanda Greer seconded, motion carried.
The channel was dredged 40 feet wide and 6 feet deep. The sand will be trucked to the beach by CEPRA for restoration. Terramar should receive a 50% reimbursement for the total project expenditure.
Lloyd Pepper has keys to the swimming pool and boat launch area. There is a $25.00 fee to replace lost keys.
Brandon Wade, public works director for the City of Galveston made a presentation on the new sewer system. The estimated cost for Terramar project is approximately $600,000, including an expanded wastewater treatment plant. To provide a sewerage treatment plant for the entire West End, the estimated cost is $26,000,000. There are a few homes in Terramar subdivision still on septic. Mr. Wade explained how the community could petition for public infrastructure improvements. In 2000 a bond issue was passed to improve streets in Terramar but until the wastewater treatment plant project is completed it would not be feasible. Homeowners with a sewer line in front of their property but are not connected to the line will be required to connect to public sewer or be subject to fines and eventually a court mandated connection.
Wendy O’Donohoe, senior planner, department of planning for the City of Galveston spoke on the responsibilities of the planning department. The city is in the process of updating our coastal development ordinances to obtain state certification. She stated the city is hiring a consulting firm to do a beach assessment study. Any work done on a house costing over $100 must have a building permit. The city is mandated to have a comprehensive plan for long-range projects.

Juanita Feemster made a motion accept the slate as presented. Patty Erdman seconded motion, motion passed.
Bill discussed the procedure the board of director’s follows to notify property owners for deed restriction violations. The City of Galveston had forms that property owner associations can use when a property owner fails to correct a violation. The city will enforce certain deed restriction violations and all violations of building codes.
There are several property owners with past due maintenance fees. After two years delinquent maintenance fees, notification will be sent to the property owner indicating the Association’s intent to place a lien on the property. Maintenance fees have not increased since 2000.
There was considerable discussion regarding the Association’s membership in the West Galveston Island Property Owners Association. There is a concern because of the creation of a new conservation district, which has taxing powers. Bill urged all property owners registered to vote in Galveston to vote in the Galveston election.
Greg Stoerner made a motion that no vote is taken regarding membership in the WGIPOA until more facts are available. The board should evaluate the information and make the facts available to property owners on the TBCIA website or printed material. Motion carried.
Mike Hill talked about the proposed project across the channel from Terramar. No action was taken.
