Owners Meeting, June 10, 2000
The
meeting opened at 10:15 A.M., a quorum being present, with a
pledge
of allegiance to the flag. The
president, Dick Meisinger introduced the officers and section directors.
A
motion was made, seconded and passed to approve the minutes of the 1999Home
Owners Meeting.
Two
visitors at this meeting were Vic Pierson, mayor of Jamaica Beach, and
Steve Spicer, fire chief at Jamaica Beach. They
emphasized the importance of having an EMS at the far West End and to
ask
us for a donation. A motion
was made to donate $4,000.00 to the Galveston County Health District,
which
funds this service. The motion
was seconded and approved.
Diane
Pucetti called the president and apologized for not being at our
meeting
but she had a conflicting meeting.
A
report from Don Depew of the Architectural Committee said there have
been
nine new constructions in Terramar since January of 2000. The
details of these constructions will be posted on the web-site.
Stan
Krupa gave a detailed report regarding the status of canal
dredging. This
report is attached as part of these minutes. Stan Krupa suggested that
since the bid for dredging is five months old and no contract has been
signed (could not sign because we could give no starting date, due to
lack
of necessary permits) the membership should approve more money, if
necessary,
in case the cost has risen. An
amount of $90,000.00 was suggested. A
motion was made to authorize an amount not to exceed $90,000.00 for
canal
dredging. This motion was made, seconded and passed.
The
next report was from Bill Aimone, who explained to the membership the
monies
that the State of Texas has given to the City of Galveston for beach
restoration. If
approved, Terramar could receive 75% of the cost of transporting the
sand
from the levee to the beach, new walkovers (constructed to
specifications
by the State), levee to hold the sand, and sand fences.These
projects would be insured in the sense that in the event of
hurricanes,
high tides etc. the State would replace at no cost to Terramar.

The
city of Galveston has received $15,000,000.00 from the State of Texas
and
we have applied for these monies. There
will be a meeting on June 22, 2000 at 8:30 A.M. at Galveston City Hall
and the decision will be made by city council whether to approve or
not. Our
councilwoman, Diane Pucetti has given us her full support on this
project.
If the council does not approve, Terramar will sell the sand after a
drying
out period. But we still
must build walkovers and levee. A
motion was made to accept this project as outlined by Bill Aimone, that
is, build levee on Terramar’s property, move sand to beach, build
dunes,
build walkovers, put in sand fence and if there is any money left, put
in some vegetation. If
we receive no funding, this project will not proceed. This
motion was seconded and passed.
A
report by treasurer, Sharron Geldmeir (detailed report attached). Total
income was $73,200.00 and total expenditures was
$37,365.00.
Amount of money on deposit is $150,000.00
The
president thanked all those who had improved our community. He
also said that the court still has not rendered a verdict on the
appeals
case against Rutherford. Also copies of our Articles of Incorporation
and
By-Laws were submitted to the State of Texas as required by
law. A
brainstorming session was held by the board to hear all suggestions
from
the board members as to ways to improve our community. The
following are the most important items derived from this consensus.
1)
Upgrade and improve pool area, boat launch, and the fishing pier.
2)
Put down aggregate on the street to the post office..
3)
Create a beach pocket
4)
Build a pavilion in Terramar.
5)
Lobby government to improve utilities.
6)
Beautify beach entry.
The
City of Galveston is going to enlarge the water treatment plant and
when
they do, they plan to improve our street. A new mechanism will be
installed on the gate to the pool and we will have a new lock but no
new
keys.
The
subject of raking the beaches was brought up and after some discussion
a motion was made to send a letter to the Park Board to rescind
previous
letter telling them not to rake the beach. A
letter will be sent as soon as possible telling them to resume raking
our
beach. This motion was seconded and passed. Bill
Aimone will send this letter.
Cookie
Pepper, representative of the nominating committee presented the slate
of officers and directors.

The
president asked for a volunteer from sections one and two (Peter
Brennan’s
term has expired). June Worrell agreed to be the rep from section
one and Tom Masterson said he would represent section 2. The
slate
as presented by C. Pepper was amended and officers and directors were
accepted
by acclamation.
The
president thanked Ron Froncek for all his work. He
then handed meeting over to new president.
Under
general discussion, Pete Brennan extended special thanks to Barbara
Bowe,
our web-master who created our web-site and encouraged all members to
log
on. It is a wonderful
tool for communicating with the homeowners. Some of the
information
you will find are restrictions, on-going construction, board member
names,
notice of meetings, important phone numbers etc.
Property
owners in Terramar are asked to please fill out a voter registration to
vote in Galveston so that the West End can have an impact on city
government.
Mrs.
Atchley requested that home owners on Gulf Dr. who continually remove“Public
Parking” signs to cease doing this. It
is legal to park on the north side of Gulf Dr.
