Board Meeting Minutes

Novemb= er 14, 2009

The November meeting of the TBCIA Board was held = November 14, 2009 at the home of Linda Reed 22810 Cuadr= o.  The President Scott Arnold called the m= eeting to order at 10:06 a.m.  Pat Kirk, as acting Secretary for Alice= Lincecum, established a quorum.

 

Members Present:  Scott Arnold – President, Pat Kirk – Vice President, Carolyn Farmer – Treasurer, Linda Reed – Section 3, Mark Plagens= – Section 4, Bonny English – Sec= tion 5, Anne Hedgcoxe – Section 6, Frank Helfrich – Marina Section.

 

Members Absent:  Alice Lincecum – Secretary, Cathy Evans – Section 1, Linda Vaccaro – Section 2, Phyllis C= lary – Section 7, Bob Majewski – Past President.<= /o:p>

Carolyn Farmer made a motion for= the approval of the minutes from the September 12, 2009 meeting.  Bonny Engli= sh seconded the motion.  Motion passed= .

 

Treasurers Report:  Carolyn Farmer gave the Treasurer’s report and Scott Arnold will con= tact Mr. Sutton about outstanding HOA dues of people interested in participating= in the Buy Out Program. 

 

Section Reports:

 

Section 1 - Absent

Section 2 - See Attached document supplied by Linda Vaccaro in her absence.<= /o:p>

Section 3 - Bulkhead issue on Vi= da was discussed and the issue will be taken care of by the property owner.  Will investigate roof trash left on Vid= a and who is responsible.

Section 4 - There have been repo= rts of break ins and vandalism.

Section 5 - Adopt-A-Beach was a success and there was also a break in.

Section 6 - Bulkheads are washing out on Terramar Beach common area.<= o:p>

Section 7 - Absent

Marina Section - Sink holes were reported near the drains that= the contractor for the City recently installed.  Frank Helfrich has contacted the City (G= us) about the holes and drainage issue.  Scott will follow up with a call to Mr. Rousso<= /span>.

 

ACC Committee:  See attached report supplied by Linda Vaccaro, Committee Chair, in her absence.

 

Bay Restoration Committee:  Pat Kirk reported that the dredging port= ion of the project is close to completion after unforeseen equipment issues.  Marsh planting will start as soon as the Agencies and the company donating the plants give the go ahead.<= /span>

 

Pool/Landscaping/Maintenance Committee:  Bob Majewski, Committee Chair, was absen= t but sent word that the front entrance has been cleaned up and is ready for a sprinkler system and landscaping.  = Scott will ask Bob to send all bids on the sprinkler system to the Board and the Board will then have an email vote on which company to hire.  Linda Reed will also send bids that she= has obtained.  The broken curb at the m= ain entrance was discussed and one bid was given for $864 to repair.  Some discussion if this was a subdivisi= on issue or City issue.

 

Frank Helfr= ich and Lloyd Pepper surveyed the subdivision concerning the mowing of vacant l= ots by our contractor.  Their assessment revealed that 175 lots pay for mowing and that 19 lots appear to be receivi= ng free mowing.  Our contractor appear= s to be mowing all vacant lots and is not sure which ones are actually paying for them.  Scott will contact Mr. Sutto= n and ask him to include a reminder to mow in each statement.  There was some discussion of marking th= e lots in question or just to supply Mr. Sutton with their legal description and billing them.  The City also has the power to write citations and fine residents for not mo= wing their yards.

 

Pool:  At the annual meeting in 2009 the resid= ents of Terramar agreed to spend $20,000 to have new decking installed at the pool and to extend this area to the fence.  Scott Arnold has received bids of $22,0= 00 - $24,000 to extend this area with the cool-ply decking but also said that we could have it done for $21,000 if we wanted to use cool-ply on the existing area and use pebble decking to extend to the fence line.  He will get a few more bids and get bac= k to the Board via email.  The project, = once begun, is expected to take one to two weeks depending on the weather.<= /o:p>

 

New Business: 

There was a discussion regarding increasing the annual HOA fees.  Th= ere was some mention of reviewing past minutes regarding this.  Pat Kirk made a motion that for this bi= lling cycle to put an additional line on the bill requesting donations from the residents for Terramar.  Frank Helfrich seconded the motion.  Motion passed= .

 

Security:  Pat Kirk will send out an “e-blast” to residents about the West Isle Police Departments request that citizens join= a Crime Watch E-mail Alert Program.

 

Bonny English agreed to send every section le= ader a Terramar Directory and any resident that woul= d like to have one should contact their section leader.

 

Bulletin Board:  Some complaints from the community were= noted about the lack of any Board related information under the glass portion of = the community bulletin board.  The perc= eption appears to be that the area under the glass is for Board related information.  Scott agreed to speak= to our bulletin board volunteer regarding the situation.

 

Website:  At the September meeting of the Board, = the Terramar Social Club announced their intention of wor= king with a student from Ball High School to create a new website for Terramar Beach.  Bonny English was to be our liaison between the Social Club and the Board.  This wa= s to be done with Board approval of the final product.  November 3rd, 2009 the new website was introduced without Board approval.  The Board has since had a chance to review the site and agreed that it was unsatisfactory and decided to defer to the September Board meeting minutes regarding the website.  Sco= tt will replace the old website while the new one is under construction.<= /o:p>

 

WGIPOA:  Jerry Mohn = has a City Manager meeting on a monthly basis and needs to be aware of Terramar’s needs.  Carolyn Farmer, our WGIPOA representative, will communicate with him before his next City Manager meeting.

 

A motion was made by Bonny English to adjourn the meeting.  Carolyn Farmer seconded.  Meeting adjourned at 11:50.
