10:15 a.m. Meeting
started by
Pres. Ed Nadalin and quorum established
Introduction of
Guest, Betsy
Redfield who spoke on Dredging grants and other funds applied for on
behalf of
Bay Harbor. She stated that Bay Harbor did not have a mandatory
homeowner’s fee
so they also have fundraisers. They have started survey and engineering
reports
and applied for permits which take 6-9 months. Time frame for dredging
and
replanting of vegetation is in 2009. Has been working with Pat Kirk and
gave
instructions for reimbursements from US
Fish and Wildlife. Provided a copy of their newsletter and fund raising
form.
Treasurer’s
Report by
Marcy Anderson. Recent bank
statements reflect current balance in account of $41,756., however
there are
some expenses not reflected because the checks have not cleared. It is
anticipated there will be more mowing expenses due to the heavy rains,
also
$750 pool repair and unknown legal fees. A comment was made that legal
fees paid
to Daughtery were required as deductible and the remaining legal fees
were
covered by the Liability Insurance company.
Other unknown fees paid to Butler & Haley. The President and
treasurer were not sure who butler & Haley are but Marcy will
investigate a
$700 invoice. Water bill last month decreased to $374.00 due to fixing
water
leak and new pump. Current balance does reflect additional $8,900
collected in
past due maintenance fees. Average operating
expenses $8400 per month.

problem with
sewage problem due to break from construction but averted by quick
action by
Brandon Wade and City of Galveston.
Section 4 report

Saxon: Complaints pool being
closed
early at 7:00 p.m.instead of posted 8:00 p.m. on the web site.
Discussion to
change web site to reflect pool opened until dusk. The issue is ability
to see
inside the pool pump room after dark for proper chemical treatment.
Complaint
received about unfinished house in marina section with tractor parked
in front
yard. Question about signage at pool requiring proper swim attire.
Section 5 report

English: Received complaint
about a
washing machine underneath a house that needs to be moved. Section
leader to
send out letter for non-compliance of deed restrictions. Residents have
been
requesting directories. Diane O’Neal to give any extras to Bonny.
Section 6 report by Kathy Ringrose: Received
several concerns over Terramar Beach not having proper representation
at the
West Galveston Island Property Owners Association (WGIPOA) meetings.
President
Ed Nadalin said we have had a representative for Terramar at the WGIPOA
meetings, a non board member. Issue raised if we should stay a member
of WGIPOA
and if so, only a board member as a representative for TBCIA.

Marina Section 8

Krupa: Section fine. Report
of kids
jumping the fence to gain access to the pool. Ed Nadalin notified the
board
that due to Willa Nadalin’s efforts, over $400 was received to cover
damage
done to the pool furniture. Do we need a new sign at pool with a No
Trespassing
Sign and Hours of Operations?
Ed Nadalin asked
for any
guests to introduce themselves and address the board. First guest, Mike
Dyess,
expressed desire to continue subdivision membership in WGIPOA because of the importance of getting permits
quicker after any storms and receiving emails sent out by WGIPOA to
notify
residents of weather reports and other
information provided by our membership in that organization. Marcy Anderson responded that the special
meeting the day before was called to give board members a presentation
from
WGIPOA, explaining the benefits of
belonging to the organization. After Marcy Anderson informed Mike Dyess
that an
individual membership is available to WGIPOA for $25.00, tempers flared
and the
guest was asked to leave the meeting by Pres. Ed Nadalin.
Discussion
continued on
membership in WGIPOA and it was stated both Ed Nadalin and Bob Majewski
had
expressed their desire not to renew our membership in WGIPOA next year.
Several
board members pointed out that it appeared that Ed Nadalin was
purposely
scheduling Terramar Board meetings at the same time as the WGIPOA
meeting so a
BOARD member could not attend, while sending his wife, Willa Nadalin,
to the
meetings, in direct conflict with the previous BOARD consensus. Minutes
from
the first regular meeting were read, in which it was discussed and
agreed upon
to send only a Board member to any meetings as our representative and
to report
to the board.
Additional
request for the President to
forward informative emails from WGIPOA to all board members. Ed Nadalin
commits
to being the designated representative at WGIPOA meeting. Kim Saxon
makes a
motion to renew our membership in West Galveston Island Property Owners
Association (WGIPOA) for 2008, seconded by Linda Owens. Vote tied, six
for and
six against. For, Linda Owens, Ed Hartman, Jeff Baker, Kim
Saxon, Kathy
Ringrose and Wanda Greer. Against: Ed Nadalin, Bob Majewski, Marcy
Anderson,
Pat Kirk, Bonny English and Stan Krupa.
Committee Reports
Dredging
Committee by Pat
Kirk. NOAA, US Fish and
Wildlife,
National marine Fishery Services, Galveston Bay Foundation
representatives
taken out by Pat on previous Thursday to look at our proposed project.
Also, a
$25,000 Grant received for permitting and engineering. Estimated
$70,000 for
total cost of engineering and permitting. First phase $38,000 of which
$25,000
grant can be used in order to catch up to Bay Harbor to possibly save
money on
dredging and applying for grants simultaneously. Pat Kirk makes motion
to contract
for $38,000 for first phase of engineering work. Seconded by Bonny
English. All
approved, non against.
Architecture
Committee by
Bob Majewski: No
new requests made to the committee.
Thirteen vacant new homes in the neighborhood. Discussion
on ability of committee to
control the building of spec homes.
General discussion of other proposed developments. Marcy
Anderson
requested information on proposing restrictions for construction times
on the
weekend.
Landscaping
Committee by
Kim Saxon. Kim called about
replacement of four dead Palm Trees and waiting for call back.
New Business. Consensus
of the board that only board members can represent Terramar at any
meeting and
that all board members should be consulted concerning proposed
committees,
activities and projects for discussion and vote approval. Ed Nadalin
stated
that future TBCIA meetings will not be scheduled in conflict with the
WGIPOA
meeting.
