Board of Directors Meeting
May 14, 2005
The Board meeting was held at the home of Wanda Greer, 23169 Gulf Drive. Doug Eibsen called the meeting to order at 9:30. A quorum was established.

Ron Froncek came to the meeting to discuss several maintenance items concerning the swimming pool. The present gate is not functioning and the lock is broken. Bob Bowe made a motion to allow $1000 to replace or repair the gate and to repair or replace the lock. Sylvia Sullivan seconded the motion and the motion passed. Ron will also put pavers under the pool benches and paint the pool container. Sylvia Sullivan made a motion to allow $300 to take out and replace the dead palm trees along the road to the mailbox. Bonny English seconded the motion and the motion passed. Ron agreed to put stakes around the pool area where the new fence will be placed if approved at the annual meeting. Ron also brought the board a proposal for printing t-shirts to sell at the annual meeting. The board did not make a definite decision concerning the t-shirts at this time.
Wanda Greer made a motion to approve the minutes from the March 12, 2005 meeting. Bonny English seconded the motion and the minutes were approved.
Treasurer’s Report:
John Ringrose gave the treasurer’s report. The estimated annual fixed expenses are between $60,000 and $65,000 a year. Terramar collects approximately $93,000 a year. It was agreed that we would set aside $15,000 a year for dredging. We currently have about $95,000 in savings and $55,000 in checking. Of the $95,000 in savings, the board earmarked $60,000 for future dredging.
Maintenance
Fees:
It was discussed that the maintenance fees need to be increased in order to keep up with the additional wear and tear put on our facilities by the increased population of Terramar. Stan Krupa said that it had been voted on at a past annual meeting to raise maintenance fees 10% a year up to $150.00 and that it had never been done up to that amount. Kim Saxon agreed to meet Stan Krupa at the storage facility to pull out records to research minutes from the past annual meetings. The issue of the charges for mowing of the vacant lots was also addressed again. The charge is only $25.00 a year and Terramar may be losing money on this. Doug Eibsen agreed to get with Lloyd Pepper to see how many lots are being mowed. The board would like to increase the number of mows per year along with the fee for mowing.
Architectural
Control Committee:
Doug Eibsen gave a report for the ACC. Approximately 19 homes have been approved for building this year. The Corp of Engineers and the GLO are working with homeowners right on the bay who are applying for permits to put boathouses in the bay. In all cases, the owners are notified that Terramar is not responsible for maintaining the canal that was dredged that runs parallel to Chiquita Street. Permits will not be given to put boathouses in the two cuts. All builders are now required to sign off agreeing to the rules and regulations for building in Terramar and agreeing that there will be a $500.00 fine for non compliance. Most builders are having the City of Galveston set the culverts for them. The problem of the access drive easements on the beach side was brought up by Bonny English. Wanda Greer made a motion and it was seconded by Sylvia Sullivan allow Doug Eibsen to sign a quit claim deed on behalf of Terramar for the cost of $1.00 for ½ of the driveway easement to each homeowner of lots 29 and 30.
WGIPOA:
Wanda Greer reported that if you call 911 from a cell phone then the call goes to a tower on the mainland. It is best if you can call from a landline if at all possible. The city council has been notified of this problem, however at this time there is not a solution. There is a new organization called the Galveston Association of Rental Managers (GARM) that is going to hire 24-hour security for rental property problems. Deed
Restrictions:
It was brought to the board’s attention that a homeowner on Laguna constructed a fence without approval of the Architectural Committee. Doug will look into this and write a letter to the homeowner asking them to get approval.
Annual
Meeting:
Diane O’Neall is going to have the new directory complete for the annual meeting. Plans and assignments were gone over in preparation of the annual meeting.
Wanda Greer made a motion to end the meeting at 12:00. Bonny English seconded the motion and the meeting was adjourned.
