The Board Meeting was held at the home of Lore Cordell, 22822 Martes. Doug Eibsen called the meeting to order at
10:15. A quorum was established.

George Sims/Geo Tubes.
Mr. Sims gave a short presentation about Geo Tubes. His company installed the Geo Tube system in the Gilcrest area in 2002. Mr. Sims explained the size of the tubes and how they worked. The cost is approximately $125 a foot. Currently the state is not sharing in the cost of installing these sand socks because they are considered hard structures. The sand socks protected the homes in both Gilcrest and Pirates Beach during Claudette. Numerous questions were asked by board members and answered by Mr. Sims. The board plans to research this issue in the future.
Minutes:
Minutes of the July 2003 board meeting were distributed to the board members present. Bill Aimone made a motion to approve the minutes. Bob Bowe seconded the motion and the minutes were approved.
Treasurer’s
Report:
Bob Fos gave the treasurer’s report. As of the end of July, 2003 the checking account balance was $32,381. There was $94,881 in savings. Profit and Loss statements were presented from the last several years so as the board could get an idea of the cash flow. A cash flow summary was also presented. Bob Fos brought up the vacant lot mowing charges to residents. Currently it is $25.00 per vacant lot per year and the tractor mows it three or four times a year. A motion was made that we double the vacant lot mowing charge. It was decided that the motion would be tabled until we research the by-laws to determine if we can raise this fee by itself. The motion was rescinded.

Business:
Pool:
Bob Bowe reported that the Port-a-Potties would be removed in October. The board will need to have new rule signs made before the beginning of next pool season due to one having been blown away and the other ones being faded and hard to read. In addition, Bob Bowe said we would probably need to have a hard phone line installed in the pool area next spring per city of Galveston requirements.
Marina:
Lore Cordell reported that two new “No Wake” signs have been installed at the channel entrance. One of the other ones will be hung in the boat launch area. Lynn King made a motion to install one of the lights that were salvaged from the old sign lights and add one new one with photocells and motion sensors in the boat launch/parking area. Bill Aimone seconded the motion and the motion passed.
Pavilion:
Wanda Greer reported that John Greer doesn’t have anyone in his office to design the pavilion. Bob Bowe gave Lore Cordell an engineer’s name in case it is needed in the design process. It was discussed that a master plan was needed for future improvements and that a little would be done at the time in the future after the pavilion was built.
Walkovers:
Bob Bowe reported that surveys are being obtained and they are in the process of getting an engineer’s stamp on the beach walkover plans so as the city will approve them and a permit can be issued. Bob Bowe made a motion to install concrete blocks at a cost of $100.00 on lot 13 between the walkover and the street. Anne Kitzmiller seconded the motion and the motion passed.
Sewer Treatment:
Cindy Rice reported that the plans are 90% complete for the sewer treatment plant expansion and construction will be started early next year. Landscaping will be included in their plans. Also, the plant will be accessed from 3005 rather than through Terramar.
Sprinklers:
Howard Cordell donated all of the pipe for Ron to lay a sprinkler system from the water supply near the pool to the road so all of the palm trees can be watered without having to drag hoses. Ron laid the pipe and will be installing sprinkler heads soon.
New
Business:
WGIOPA:
Wanda Greer reported that Centex held a breakfast at the Tremont Hotel for the WGIOPA to present information about their company and their plans for the west end. Wanda also told the board that there are several other developments planned for both the east and west ends of the island. There was no voting at this meeting on anything. It was simply an information meeting.
Sand will be put on the beach beginning October 15. The project should be completed by April. Terramar’s share of the funds is $45,000 and it is expected that 5,131 cubic yards would be put on Terramar Beach. Cepra I through FEMA may be making refunds to subdivisions to compensate for sand lost during the tropical storms this summer.
Storm Debris Removal:
Wanda Greer is working with the city to have all of the lumber and trash that washed in from the storm on the bay side of 3005 removed. They should soon be completing the clean up.
Marina Fencing:
Lynn King brought up that the cables on the pilings in the marina area are damaged and that cars can drive through. Bob Bowe will have Ron repair them. There was discussion concerning additional fencing in this area. It will be discussed further after more research.
Seaweed Raking:
Lynn King said that the city rakes the seaweed off of the beach at Sea Isle. Wanda will check into this to see if this is possible.
Terramar T-Shirts:
Kim Saxon reported that Patty Erdman is out of the Terramar shirts to sell that we always sell at the annual meetings. The board will discuss this as it gets closer to the annual meeting.
Canal Lights:
Elisabeth Krupa said that there are some fishing lights that are often left on and shine into her home. Several other board members agreed that they have the same problem. Board members agreed to ask around about how other neighborhoods handle this problem.
Wanda Greer made a motion to close the meeting at 12:20. Bob Bowe seconded the motion. The motion passed.

Sullivan’s home on November 8th, 2003 at 22905 Chiquita.
