                                   Board of Directors Meeting

                                           November 8, 2003

 

 

The Board Meeting was held at the home of  Doug Eibsen and Sylvia Sullivan, 22905 Chiquita.  Doug Eibsen called the meeting to order at 10:20.  A quorum was established.

Minutes:

Minutes from the September 13, 2003 board meeting were distributed to the board members present.  Elizabeth Krupa made a motion to approve the minutes.  Lynn King seconded the motion and the minutes were approved.

 

Treasurer’s Report:

Bob Fos gave the treasurer’s report.  As of September 30th the checking account balance was $29,715.10 and the savings account balance was $94,917.68 for a total cash balance of $124,632.78.  The annual bills for maintenance fees should be mailed to all residents  by November 15th.    Kim Saxon made a motion to let Mr. Runge do all of the collections for a cost of 10% of what is collected through small claims court plus the court costs.  Lynn King seconded the motion and the motion passed.  Bob Fos reported that the majority of uncollected dues are on lots that seem to have been abandoned and that there is little chance of collecting the delinquent dues until a lien is placed on the property and it is eventually sold.    Bob Fos also reported that it appears that Reliant Energy has overbilled us for electrical service.  He will find out more about it from them.

 

 

 

 

 

Old Business:

 

ACC Committee:

The board will continue working with the ACC committee concerning trash control,  proper permits, and deposits prior to construction.

 

Pool:

The land line phone issue for the pool and the new rule sign will be put on hold until closer to the pool season.

 

Marina:

Lynn King reported that the lights would be installed in the boat launch area in a month or so.

 

Pavilion:

Kim Saxon reported that bids are currently being obtained to construct the pavilion.  These bids will be brought to the January meeting.  It was decided that a sidewalk would be installed from the pavilion to the street for proper access.  Further projects will be discussed in phases after the pavilion is complete.

 

Walkovers:

The surveyor’s have been hired to survey the three places for the walkovers.  The county will be installing the sand on the beach in February.  After that the walkovers will be constructed.

 

Letter for Renters:

Sylvia Sullivan will continue working on revising the letter for realtors to pass out to short time renters explaining the rules in Terramar and within the city limits.  Doug Eibsen suggested that an additional firmer secondary letter be available for distribution if problems continue.  Sylvia will bring the letters to the next meeting for board review. 

 

WGIPOA:

Doug Eibsen is completing the forms for the CEPRA 3 funds.  Doug Eibsen went on to discuss the importance of a strong WGIPOA, understanding that it is in the best interest of Terramar to have a strong WGIPOA.  Because of the efforts of the WGIPOA, Terramar is now listened to by the governmental entities.  Numbers and conviction determine the strength of the association.  We believe every association on the west end should be a member and that the associations should try to vote together to show conviction, every vote should be a strong show of conviction.  Even if we do not agree with every small part of a position, we agree in the overall direction and will support the West End Association. It was agreed that the WGIPOA as a whole is good for the west end.  It was also agreed on that Terramar’s representative should vote with the majority of the other members of the WGIPOA as long as it is not detrimental to Terramar.

 

New Business:

 

Variance Request:

Doug Eibsen reported that he had been contacted by a lot owner concerning whether a boat house could be built in the main canal/marina area.   There was a discussion as to whether this boat house would impede the traffic in the canal.  Sylvia Sullivan made a motion to deny permission for a boat house to be built out from this lot.  Elizabeth seconded the motion and the motion passed. 

 

Deed Restrictions:

The section director will write a letter to the homeowner who has had a camper parked in their driveway for an extended period of time explaining that this is a deed restriction violation.

 

Canal Lighting:

It was discussed that some residents on the canals have fishing lights that are too large and bright therefore disturb their neighbor.  Lynn King will check with the city to see if there is a city ordinance that addresses this issue.

 

Water Leaks:

Lloyd Pepper brought up there is one old water leak on Chiquita that has been there for quite some time.  Also, it appears that there is sewer leak near the lift station.  Kim Saxon said that she would get with Wanda Greer so she can discuss these continued problems with the city. 

 

 

Kim Saxon made a motion to adjourn the meeting at 12:15.  The motion was seconded by Bob Fos  and the motion passed.

 

The next meeting will be at the home of Bob Bowe, 23010 Fresca on January 10, 2004.
