The Board Meeting was held at the home of Diane O’Neall, 22810 Vida. Doug Eibsen called the meeting to order at 9:40. A quorum was established.

Minutes:
Minutes from the January 10, 2004 board meeting were distributed to the board members present. Bob Bowe made a motion to approve the minutes. Bob Fos seconded the motion and the minutes were approved.
Treasurer’s
Report:
Bob Fos gave the treasurer’s report. He reported that as of February 29th we had 71,088.78 in checking and 94,953.57 in savings. He reported that we are on schedule with the collection of the dues. Bob Fos presented a bill for our general liability insurance for $6430. Kim Saxon made a motion to pay the bill and Wanda seconded it and the motion passed.
Old
Business:
Pavilion:
Kim Saxon reported that the pavilion would be complete before the annual meeting. The pilings are to be put in next week and the obtaining of permits is in the final stage.
Ditch
mowing:
Lynn King discussed drainage of the ditches. She said that the city would not mow or clean the ditch that runs from Obra to the marina area because it does not have an easement and it was on private property that is owned by Terramar. Doug Eibsen said he would write a letter to the city granting them permission to clean and mow the referenced ditch. Kim Saxon made a motion to grant a permanent easement to the city to maintain this ditch. Bill Aimone seconded the motion and the motion passed. Doug Eibsen will see what is needed in order for this to come about. Cleaning of the ditch that runs down Terramar Drive was also discussed. It was determined to wait on this for now because it would probably tear up the oleanders.
Walkovers:
Bob Bowe reported that Terramar had to spend an extra $1700 for engineer drawings in order to get a permit to build the walkovers. Additionally the cost of treated wood has increased 30% to 40%. Bob Bowe made a motion to authorize an additional $6000 in order to complete the walkovers. Kim Saxon seconded the motion and the motion passed.
Beach
Sand:
Bill Aimone stated that he doesn’t think that we got what we paid in Cepra II as far as the placement and the amount of sand that we got. Terramar spent $9000 and then got matching funds. Doug Eibsen is going to write a letter to the city requesting proof that we got all of the sand that was paid for. He is also going to question the engineers that designed the project because the first high tide took away a lot of the sand. Bill Aimone is going to write something up to present at the annual meeting about increasing to $20,000 the amount of money that the board can spend without a vote from the residents only when it comes to government projects with matching funds. This would only be for the benefit of beach replenishment or bay renourishment. Lynn King asked if the city or the county would clean the seaweed off of the beach. Several board members reported that they would not rake it anymore.
Architectural
Control:
Doug Eibsen recommended that the current president and the section director along with the three ACC members review plans since there is so much development going on at this time. It would be recommended but not mandatory for each person to attend the meetings to review plans. Doug will talk to Larry about this. In addition there should be a formal checklist for each section.
Rental

Sylvia Sullivan is working on getting with local realtors
WGIPOA:
Wanda Greer reported on the current city beach access plan. In this plan, part of the beach would be open to driving, part of it seasonal access only, and part of it closed.
New
Business:
Annual
Meeting:
Plans were made for the annual meeting which will be June 12, 2004. Lore will get the tables and chairs. Doug Eibsen will ask B.J. Thompson to get the nominating committee together to fill the vacancies on the board. It was decided that the Doug would get BarBQ again. Residents with the last names starting with A-P are going to be asked to bring a vegetable or salad and last names starting with Q-Z will be asked to bring a dessert. Bill Aimone will update the meeting announcement for mailing once the information on board nominations is given to him. Bob Bowe will get drinks again and Lynn King will get the paper products. Kim Saxon will email all board members a list of what needs to be done and who will do it. Wanda reported that Brandon Wade would make a presentation at our annual meeting.
Public
Improvement District:
Doug Eibsen reported that the WGIPOA and the city are researching the legality, powers and what improvements, such as geotubes, could be done to the West End if a PID was established for the homes south of FM 3005. It is felt that Terramar’s part in this is to keep the beachfront residents informed of any developments.
Pool
Fencing:
Diane O’Neall is going to get bids on replacing the pool
fencing with a more attractive PVC one.
Doug Eibsen made a motion to adjourn the meeting at 11:40. The motion was seconded by Bob Bowe and the motion passed.
