Board of Directors Meeting
January 10, 2004
The Board Meeting was held at the home of Bob Fos, 23006 Camino Street. Doug Eibsen called the meeting top order at 10:05. A quorum was established.

Minutes:
Minutes from the November 8, 2003 board meeting were distributed to the board members present and reviewed. Doug Eibsen recommended a revision to the paragraph concerning WGIPOA to provide more clarity. Sylvia Sullivan made a motion to approve the minutes with the revision and Bob Bowe seconded the motion. The motion passed.
Wanda Greer made a motion to start the meetings at 9:30 instead of 10:00. Bill Aimone seconded the motion and the motion passed
Treasurer’s Report:
Bob Fos gave the treasurer’s report. As of November 30, 2003 there was $31,861.87 in checking and $94,917.68 in savings. Current dues are presently being collected. The increase in fees for vacant lot mowing was discussed and it was decided that we need to find out how many lots are being mowed at what total cost to Terramar.
Old Business:
Pavilion:
The bids for construction of the pavilion were reviewed and discussed. Bob Bowe made a motion to accept the bid from Oceanwood Homes due to the completeness of his bid and his insurance that is in place and his competitive pricing. Wanda Greer seconded the motion and the motion passed.
Landscaping:
Bill Aimone brought up the palm trees that are dead that we had planted last spring. Lore will try to contact the landscaper again. It appears that two of them are dead.
ACC Committee:
There was discussion as to whether the section director for each section should review plans for major new construction along with the ACC Committee before approval due to the variations in deed restrictions for each section and the large amount of recent construction. Bill Aimone made a motion to this effect. The motion was not seconded and died. Doug Eibsen will speak with Larry Erdman to see what suggestions he may have.
Walkovers:
Doug Eibsen said he hasn’t heard from the surveyors. Bob Bowe will follow up with the surveyors to help speed the process along so as we do not loose the money.
Canal Lighting:
Lynn King stated that she could not find any ordinances concerning lights shining onto other people’s property. It was decided that the best way to handle this was to talk to the neighbor or write a letter to the property owner concerning any problems with lighting.
Renters:
Sylvia Sullivan has been working on the letter for renters. She suggested that a notice be given to the realtors concerning rules in Terramar and the laws and ordinances in the city of Galveston and that the renters/tenants sign this notice along with the property owner. Sylvia will visit with a few real estate agents to see what they currently hand out.
WGIPOA:
Wanda Greer reported that the Cepra II sand project is ahead of schedule. Bill Aimone did a proposal for Cepra III for additional sand on the beach in 2005. The proposal was approved. Bill Aimone made a motion to participate in Cepra III with $9000.00 budgeted with a 75% match. Wanda Greer seconded the motion and the motion passed.
Wanda Greer informed the board of all of the development that is currently in the planning and development stages within the city of Galveston.
Sewers:
Cindy Rice reported that the city is changing the plans for the sewer expansion project. Revisions are currently being made and the project is pushed back another year. She reported that there is going to be an access road for construction from FM 3005 to the sewer plant.
Section Reports:
Lynn King reported that the water leak at the end of Laguna has been repaired. The fire hydrant is still leaking on Obra. She is working with the city on getting this repaired. She is also working with the city on getting the drainage ditch cleaned that runs from Obra to the marina area. Lynn King stated that ditch needs to be cleaned that runs along Terramar and leveled. She will check with the city to see if it can be done without tearing up the Oleanders.
New Business:
None.
Bill Aimone made a motion to adjourn the meeting at 11:35. Elisabeth Krupa seconded the motion and the motion passed.
