Board of Directors Meeting
September 14, 2002


The Board Meeting was held at the home of Lore Cordell, 22822 Martes.  Bill Aimone called the meeting to order at 10:10 a.m.   A quorum was established.

Minutes:
Minutes of the July 2002 board meeting were distributed to the board members present.  Elizabeth Krupa made a motion to approve the minutes with minor corrections as noted by Bill Aimone.  Cindy Rice seconded the motion, and the minutes were approved.

Treasurer's Report:
Bob Fos reported the Association has approximately $21,000 in the checking account with about $5000 in bills to be paid leaving a balance of about $16,000 in checking and $90,000 in savings.  Bob Fos reported that the $3100 had been paid for the sand to fill the sinkhole and that the dock repair has also been paid.  He brought it to the board's attention that we received a bill for approximately $800 for sales tax from the company that put in the asphalt road by the pool.  Bob Fos is going to check with the CPA to see if we actually owe this money.  Bill Aimone made a motion to pay the additional charge if it is determined that we owe it, and Kim Saxon seconded the motion.

Old Business:

CIAP Funding:
When the public beach access walkovers are rebuilt, they will be built according to FEMA guidelines and city codes so if they are damaged by a high tides, then FEMA will rebuild them.  Notification to the public has been given on the web site concerning the CIAP funding.  We need to wait for the government funds before we start this project in order to receive them.  It is estimated the cost for the three walkovers will be $15,000 including the cost of surveying.

Problem areas in Terramar:
Wanda Greer emphasized the importance of calling the police so as any problems in the neighborhood would be documented. The problem of boats docked at the marina for weeks at the time was brought up.  Bill Aimone said he would write letters if a specific deed restriction violation could be noted.  The question was brought up if we could charge a users fee for renters to use the pool and boat launch and have them sign a letter saying they know the rules and regulations in Terramar.   Lore Cordell will speak to Sea Isle and bring a copy of what they give to the rental companies if one exists.  Kim Saxon will rewrite the letter listing rules and laws in Terramar to be included in the homeowner's assessment billing and bring it to the next meeting.  Information about garbage pickup and non-emergency police number will be included.

Sewage Plant Beautification:
Cindy Rice reported that the city will not pay for landscaping around the expanded sewage treatment plant.  They will consider putting the requirement in the bid that the contractor must consult with the Terramar board concerning the design.  The board agreed that the noise and odor needs to be kept to a minimum.  The city would consider paying for a sprinkler system using the treated water to water any landscaping we may put in.  Cindy Rice and Kim Saxon agreed to represent Terramar in discussions with the city or contractor concerning the expansion.

Pool:
Bob Bowe received a price of $6745 to replaster the pool and he will check on how much additional it would costs to retile the pool at the same time.  Bill Aimone made a motion to allow $8000 to go ahead with the replastering and retiling of the pool and Wanda Greer seconded it.  The motion passed.
It was agreed for Lynn King to move two palm trees from her yard to the pool area for $100 each after asking Ron where he thinks they should go.  Bill Aimone made a motion to add an additional $1000 to the $2000 already allotted last January for palm trees and landscaping down the road to the pool.  The motion was seconded and passed.  A motion was made by Wanda Greer for Lore Cordell to head up the committee to make up a plan and implement it to landscape Terramar.  The motion was seconded by Bill Aimone and passed.   Bob Bowe will ask Ron to keep the pool open later on Tuesdays and Thursdays.

New Business:

Marina Area improvements:
 Lynn King brought up the idea of moving one of the portable toilets from the pool area to the marina area.   Kim Saxon made a motion to move one toilet from the pool to the marina.  No one seconded it, therefore, the motion died.
Bob Bowe reported that the pilings to the fishing pier are good, however, the fishing pier will need to be replaced within the next year.  Bill Aimone made a motion to go ahead and rebuild the fishing pier with added railings now and enlarge it some if possible, giving Bob Bowe a budget of $8000 to do this.   Wanda Greer seconded the motion, which passed with no opposition.  The pier lights will be redone at the same time.  It was brought up that a shrimp boat owner has expressed interest in docking his boat in the marina area.  Kim Saxon will contact him.
 
 

Evelyn Depew and Wanda Greer gave section reports.  Wanda Greer made a motion to adjourn and Elizabeth Krupa seconded it.  The meeting was adjourned at 11:45.  The next board meeting will be at Elizabeth Krupa’s home at 23112 Marina Drive on November 9th.
