Treasurer’s Report:

Bob Fos gave the treasurer’s report.  As of December 31, 2002 the checking account balance was $43,192.23.  A profit and loss statement was also presented.  There is $94,000 in savings.  Bob Fos is going to check into getting a six-month CD.

Old Business:

Marina Pier:

Bob Bowe reported that Fairbanks had done a really nice job repairing the pier with stainless steel nuts and bolts.  Bob noted that the pier was in really bad shape prior to the repairs.  Tom is going to contract an electrician to hook the lights back up at the marina.  A letter has been sent to the reported owner of the sailboat that has been docked at the marina for months asking him to move it.   Bob presented a survey of the marina area showing that the pier does not appear to be on the neighboring property easement.   A letter has been sent to them.

CIAP/CEPRA Funding:

Wanda Greer reported that sand should be placed on the beach either early spring or summer.  After permits are obtained, a sand source established, and all contracts awarded, the sand placement will begin at the seawall and work down the island.

A new engineering group has been hired by the state to assess the beach area and there will be a meeting with the engineers and each subdivision to discuss placement of sand for each subdivision.  Terramar received the largest amount of CIAP funds in the amount of $12,500 to be used to build walkovers or parking, etc.  The recommendation is to wait to build anything until the comprehensive plan has been approved to avoid having to possibly make changes.

City Items:

Wanda reported that the West End Property Owners Association (WGIPOA) is making progress in pursuing a police substation for the West End.  Also, the city is making great strides in providing a sewer system for the entire West End.  All septic tanks will be eliminated as hook ups are provided.  Kim Saxon reported that the do not enter signs from the back side of the pool area were removed by the city.  In addition, the broken drainage pipe at Terramar’s beach entrance has been repaired.

Pool:

Bob Bowe reported that the replastering of the swimming pool is in progress.  It should be completed by the middle of February.

Landscaping and Improvements:

Kim Saxon presented a sketch and bid for a pavilion like the one in Sea Isle.  The board will all be thinking of ideas for the location and design for the pavilion so a plan can be presented and voted on at the annual meeting.  It was suggested that a good site would be where Lingo’s used to be on the water.   It was agreed that we should go ahead and landscape the four corners of the road going to the pool after the pool replastering is complete.

Beach Access:

Bob Bowe passed out copies of the letters addressed to Bill Aimone from John Greer and Ron Rodriguez.  Mr. Greer is protesting the vote addressing the beach access plan that was taken at our last annual meeting in June 2002 on the basis of it being improper, unconstitutional and out of order.  Mr. Rodriguez is requesting the Terramar board to send letters to the city and state offices indicating the majority of attendees at the annual meeting voted to support vehicular traffic on the last 3.2 miles of beach.   After discussion, Kim Saxon made a motion to table and take no action concerning Mr. Rodriguez’s letter. The motion was seconded by Bob Fos.  The motion passed unanimously. Concerning Mr. Greer’s letter, it was decided that the audiotape of the annual meeting needs to be listened to again and the annual minutes amended if necessary.

New Business:

Website:

Barbara Bowe is requesting an additional $100.00 to increase the memory of the website.  Wanda Greer made the motion to spend the $100.00 to increase the memory of the website.  Elisabeth Krupa seconded the motion.  The motion passed.

Crime Problems:

Kim Saxon reported that a stainless steel railing had been torn off a dock and taken from Lunes.  Also, the concrete bench that Patty made was stolen from the mailbox area.  Wanda reported that a storage area had been broken into on the beach and that spray paint had been stolen and used to deface the walls.  The next weekend another storage area was sprayed with the same paint.  Wanda Greer stressed the importance of being aware and calling the police.  Kim Saxon reported that the Christmas lights that had been put up at the entrance to Terramar were stolen the first weekend that they were put up.

Nominating Committee:

Several members of the board are going to be asking residents to be on the nominating committee for the board elections to take place at our next annual meeting.  It was agreed to try and get a resident from the beach side, the canal side and the middle.

Kim Saxon made a motion to close the meeting at 11:40.  Bob Bowe seconded the motion. The motion passed.

The next meeting will be held at Wanda Greer’s home on March 8th, 2003 at 23169 Gulf Drive.
